Stakeholder identification, analysis and mobilisation for Sustainable Development

How will participants benefit?

Participants will build the knowledge and skills to facilitate the effective involvement of stakeholders in sustainable development processes through the application of a systematic process of stakeholder identification, analysis and mobilisation.  This process can add values at all stages from planning through implementation to evaluation and also helps to analyse conflicts and power relations.

 

Overview:

The concept of participation is now enshrined in many development and natural resource policies throughout the Caribbean region.  Unfortunately the perception persists that fostering ‘participation’ is a simple process that does not require specific skills and methods.   CANARI’s research and experience has shown that for effective and equitable participation, rigorous methods are required in the identification, analysis and mobilisation of stakeholders. 

For participatory approaches to be both effective and equitable, stakeholders must be involved from the earliest stages of planning through to implementation and monitoring and evaluation.  The inclusion of the widest possible range of individual and organisational stakeholders can greatly enhance the planning and management process and outcomes.  Conversely, exclusion of key stakeholders from the decision making process has derailed many development processes.

Stakeholder analysis is particularly useful in providing a basic understanding of the social and institutional context in which a planning process will take place, while contributing to the identification and analysis of the specific management issues that need to be addressed.  It is also very useful as a management tool to assess the impacts of management interventions on people and resources, and to identify new and emerging issues, including potential or actual areas of conflict. 

 

The workshop will draw on a number of case studies of stakeholder identification, analysis and mobilisation from Grenada and elsewhere in the Caribbean, including the Forest Policy Development process and the development of the Gouyave Fish Friday Festival.

 

Who should participate?

The workshop targets senior managers from governmental and non-governmental (including community-based) agencies and organisations who shape and implement sustainable development policies in Grenada, including  sectors such as natural resource management, community tourism, community development, rural development and poverty alleviation.

No specific prior knowledge, skills or experience is necessary other than an understanding of the target beneficiaries and project objectives of the participant’s own organisation.

To maximise the ability of participants to apply the learning within their own working environment, CANARI recommends the participation of two members of an organisation where possible.

 

Objectives:

The specific objectives of the workshop are:

§         To introduce and apply methods for identifying the full range of stakeholders who will affect or be affected by a sustainable development intervention;

§         To explore analysis tools which can improve the understanding of stakeholders’ interests;

§         To discuss approaches for ranking the stakes of different stakeholders;

§         To apply the outcomes of the stakeholder analysis to the analysis of actual and potential conflicts and power and power relations;

§         To identify effective stakeholder mobilisation techniques as well as approaches for presenting the results of stakeholder analyses to stakeholders.

The final agenda will be informed by participants’ identified needs and an analysis of the findings from the proposed case study sites but will include:

 

Approach:

The workshop will be participatory and interactive and use a combination of facilitation techniques, including plenary discussions, short lectures, small group work applied to participant selected case studies, field trip, and panel discussion. It will include case study material from Grenada as well as drawing on CANARI’s experience of facilitating and building capacity for participatory natural resource management processes throughout the region.
